Too complex for the voters, I think. If backwards compatibility is 
important, have circles for [1...n] and make a resolution rule where the 
rating is either considered the sum of all marked or the greatest value 
marked, clamped to [0...n].

Greatest value would be more susceptible to fraud than sum, but is simpler.

If backwards compatibility isn't, just have the voters write a number 
next to each candidate. I finally found a source - it says this layout 
is used in Ireland:
