[EM] San Francisco considers getting rid of IRV

We really need to push for a simpler, fairer system of voting and
vote-counting that does not introduce so many additional problems that
plurality doesn't have. By pushing IRV as the alternative to
plurality, it is retarding progress towards better electoral methods,
perhaps for decades.
