[EM] Verify California RCV elections with OpenSTV 1.7

OpenSTV version 1.7 is now available for download at
http://www.openstv.org/download.

With this version of OpenSTV, you can verify the official RCV counts
for San Francisco, Oakland, Berkeley, and San Leandro elections.  At
the same download link, above, you can also download ballot files for
these elections that have been specially created for OpenSTV using the
ballot files posted on the government web sites (as of Nov. 19).  To
support development of OpenSTV, these ballot files are available for
download for $3 each.

To verify the San Francisco elections, use the "San Francisco RCV"
method of OpenSTV, and to verify the other elections, use the "Instant
Runoff Voting" method (since the different governments count the votes
in slightly different ways).
