We're both right, in different senses. You're right on the terminology. But
I was using the terms in a non-standard way. I was saying that, aside from
the elect-and-discount mechanism which it shares with VoteFair, RBV, RRV,
etc., PR-STV has another mechanism: bottom up elimination, a la IRV.
