I'm not sure at all what context this is, but it's fairly simple to define a
"closest winner" metric that is completely transparent.

I see what you are saying.  There would need to be some way to match
voters to candidates so each candidate has a quota of voters.  (ofc
then there is the Hare/Droop quota issue)
