Its an emergency!!! IRV trumps election integrity.

Pierce County Washington adopted IRV in 2006, and there's no federally
certified voting systems.
But its so hard to count (hand-counting just 14 RCV ballots with seven
ranked contests and found that it was "horrendous." )
that they HAD to have software to count the IRV elections coming up.

John Gideon and Ellen Theisen report on the testing, the failures and
their recommendations.

Here's my blog on it with links to their much longer report:

Instant runoff forces Pierce County Washington to use uncertified voting systems

Pierce County Washington adopted "instant runoff voting" in November
2006. Their machines could not tabulate instant runoff so they were
waiting for the vendor to develop software. Time was running out
because Pierce was supposed to utilize. Instant runoff for their
upcoming elections. The vendor delivered the software but it hadn't
been federally tested or approved at the time.

This is also the system that San Francisco will use - if and when it
gets federally certified.
