Do you recall an example where it was difficult to sell a method due to
its non-monotonicity?
*All* voting methods violate some desirable properties, making it
difficult in general to sell election method reform. Why is
monotonicity desirable, apart from its aesthetic value and the fact
that, perhaps due to the "publish or perish" maxim, so many academicians
have written about it (nearly always without attempting to justify it)?
I'm pleased that the method I like best (MAM) and some other good
methods are monotonic, but not because I think monotonicity is
intrinsically important. It's because of my fear that if a good voting
method being proposed to the public isn't monotonic, a well-funded
anti-reform campaign could claim monotonicity is important, leading to a
technical argument that a poorly funded reform campaign would have
trouble dealing with.
