doesn't satisfy Mono-add-plump either:

A win over B dqd due to loss to C
C win over A dqd due to loss to B
Santos set: AB
CW among Santos set: A

Add 20 A ballots

 0    138.8 < 127.3 ^
 105.7 ^ 0    131.5 <
 130.6 < 105.3 ^ 0
B win over C dqd due to loss to A
C win over A dqd due to loss to B
Santos set: AC
CW among Santos set: C
