[Election-Methods] Use more care with Subject line (was: Election-Methods Digest, Vol 42, Issue 76)

Folks, when replying to email, please do not lazily accept
the default Subject line constructed by your email software.

1. "RE: Election-Methods Digest... " is not very informative. 

2. For the sake of readers whose email browsing software
will truncate a long Subject to make it fit onscreen,
"RE: RE: RE: RE: RE: ..." is not very helpful. 

3. If you're changing the topic significantly, put the new
topic in the Subject.
