Well, if each voter voted for 2-3 local candidates and then
extended it via a party list, then it is PR-STV, just with
a requirement that they rank all the candidates..

This is especially true if the voter has the option of
ranking all the candidates manually instead.

Wonder why there was so much bullet voting.
Maybe it wasn't really a problem and they just
wanted to bring in compulsory marking of all
the candidates, so they would get, in effect,
closed party lists.
