Thus you should appreciate the usage of the residual approbation weights
to produce proportional results.

For an assembly, your goal can be attained. But for a presidential election,
I don't see any democratic way to forbid a majority to discuss and learn 
they have a majority.
Thus they should be able to strategize to obtain their favorite elected.
