Interesting, it doesn't have equilibrum in the same proportion
as first choice votes.

It looks like the system is unstable.  It seems to give all the ballots
to one of the 3 candidates and then to the next.  It follows

B -> A -> C -> B etc.

(at each stage the candidate gets more than 20 of 21 ballots.

It thus follows the condorcet tie circle.

In the 2 candidate case, the relationship between each round is:

Ba(n) = ballots for A (normalised from 0 to 2)
Bb(n) = 2 - Ba(n) = ballots for B

P =  support for A as a fraction

assume Ba(n) >= 1

               <A's supporters> + <B's supporters>

Ba(n+1) = P*(2) + (1-P)*(2 - (2 * Bb(n)))
            = P*(2) + (1-P)*(2 - (2 * (2-Ba(n))))
            = P*(2) + (1-P)*(2 - 4 + 2*Ba(n))
            = P*(2) + (1-P)*(2*Ba(n)-2)

It is the weighted average between 2 and (2*Ba(n) - 2).

If P = 0.5, then the proportions never change.

If P> 0.5, then the value must increase as the weighting
given to the higher term is increased.

Thus, in a 2 candidate race, the majority supported candidate
gets 100% of the ballots in the limit.  This explains the oscillation
as the system trying to pick the majority winner but there is
a condorcet tie, so it goes in circles.

The method could be changed to:

Each voter is given 3 sets of the initial ballots and returns 1 set
worth of ballots.

This leads to a stable end point.
