Equivalent.

The first method I suggested on this list did count approval ballots in
this way, though. I proposed to find the winner using Minmax(Pairwise
Opposition): http://wiki.electorama.com/wiki/MMPO

It might be interesting to have the approval matrix to look at after the
election. It would make the count (especially a hand-count) more difficult,
though.
