[EM] Election-methods Digest no longer reliable

To the list manager:

I have been subscribing to the digest in order to reduce
the quantity of emails. But in the last two months, the
following issues of the digest never arrived.

Vol. 11: nos. 16, 18, 19, 22, 40, 42
Vol. 12: nos. 14, 18, 21, 33, 34, 35

Do you have any idea what's causing this problem? I'm
pretty certain it's not my service provider. I haven't missed
other messages.
