[EM] pSTV v0.7

pSTV version 0.7 is now available.

A few more methods are available: Condorcet, Coombs, Bucklin, and Borda. 
  British Columbia will be voting soon to decide whether to switch to 
STV and these rules are also available.  The user interface has also 
been improved and a few bugs ironed out.
