Because methods that let you cast a total of (some amount) of votes,
like Plurality and cumulative voting, encourage voters and parties to get
behind two candidates, so that their votes are as powerful as possible.

Ordinary CR is better than normalized CR because it would not have that
effect.  You would be able to give full support to your favorite candidates
without having to worry that this will hurt "more realistic" compromise
choices.

That would be different, yes.

Hmm, Plurality, cumulative voting, IRV, Approval, and CR all suggest this
sort of strategy.

Well, it's certainly possible to kick yourself in the ass by voting sincerely...
The method is not so different from IRV.
