I reply:
Good point. AERLO was initially intended only for wv Condorcet. Requiring it
to check for cycles would defeat Bucklin's easy-count advantage. Let's say
that for non-pairwise-count methods, AERLO drops the cycle wording. If no
above-line candidates win, in Bucklin with AERLO, you want all your
above-line candidates promoted to 1st place.
