I found this free software when looking for open source software 
supporting voting methods.

This was is of particular interest because of it's inclusion within 
Fantastico (http://www.cpanelthemes.com/fantastico.php) which is a 
common feature among webhosts using CPanel (http://cpanel.net/).

It provides support for both approval and ranked voting...but for 
ranked voting as near as I can tell it is left up to the person 
running the survey to compute the winner.
