[EM] Votes-only FBC definition

I've looked at the votes-only FBC definition, and I've printed it out.

Since FBC is met only by a nonrank method, and a method strategically 
equivalent to it, there isn't reason to expect that it would need the 
ranking fiction, or the ranking stipulation.  And If FBC can be written 
votes-only, that would help its acceptance.

Anything I say now about it would probably be premature, and not reliably 
right. I've learned the hard way (just last week, in fact) to not speak too 
soon.
