Condorcet, at least as usually proposed, would fail that criterion, because 
Condorcet, in certain special contrived conditions, can give someone 
incentive to vote someone else over hir favorite.

Approval would pass, since no one ever has incentive to do that in Approval.

I haven't studied it, but that criterion sounds equivalent to FBC. But 
that's just my first impression.
