They merely preferred some other candidate to B...one simply cannot 
infer more then this...certainly not that B should not win. After 
all, 10 of those 70 ranked B second and no voter should ever expect 
that only their top choice will win.

Just because a voter preferred some other candidate to B, does not 
imply that B is not the best candidate or should not win especially 
since those 70 could not agree on who the top choice was. So, this 
statistic is simply irrelevant.
