Example:

   A:B = 60:40
   B:C = 60:40
   C:A = 60:40
   D:A = 55:45
   D:B = 55:45
   D:C = 55:45

  Suppose that candidate A is the incumbent. Then this election method
  would choose candidate C and therefore violate the Condorcet criterion.
