[EM] "Paper" that mentions Kemeny Median

Can anybody give an explanation of the Kemeny Median explained in the 
following PDF document:

Is it the same as Kemeny-Young?  It's just that I don't understand all of 
the mathematical notation.

Here is the parent web page for the document, which interestingly is about
