I proposed this method on the instantrunoff-freewheeling group at
http://groups.yahoo.com/group/instantrunoff-freewheeling/message/466 .  I
honestly don't recall now whether I came up with it myself or got the idea
from someone on EM.  I also proposed another IRVish Condorcet method at
http://groups.yahoo.com/group/instantrunoff-freewheeling/message/343 .
