That's not the definition of ranking.

If CR only cared about ranks (i.e. relative information, i.e. =, >, <)
then it wouldn't matter whether my ballot was

A = 5
B = 3
C = 0


or

A = 5
B = 2
C = 0

It would only matter that I reported A>B>C.  But each ballot has a
different effect, even though both are consistent with and report the
ranking A>B>C.  So CR is not a ranked method.
