IRV unconstitutional?

Markus  regards the count-all-votes
amendment as a tautology. Maybe not,
but one might think it's a redundant lega
provision, since surely Calif law already
requires all votes to be counted.

MAYBE FLORIDA TOO HAD SUCH A LAW.
