Majority rule = Democracy (mathematically)

Minority rule = Oligarchy/ Monarchy (mathematically)

No popular majority for President in 1992, 1996 or 2000 (adding to the chaos 
in the U.S.A. executive branch).  Again in 2004 ???

About 5 U.S. Reps in 2000 did not get majorities in their gerrymander 
districts (adding to the indirect minority rule gerrymander super- partisan 
chaos in the U.S.A. House of Representatives).   New gerrymanders in 2002.
