I heard by some experts that Slovenia at the time of communism used approval voting. However, I should check it in the old laws in order to be sure. But at that time only the Communist party named the candidates - it was not allowed for anybody to run for office. Since Slovenia was a part of Yugoslavia, maybe the whole Yugoslavia used approval voting. So maybe when someone said that Eastern Europe uses approval he was thinking of old eastern europe, therefore communist eastern europe. However, Slovenia, Croatia, Bosnia, Macedonia, Serbia and Montenegro, Hungary, Ukraine do not use approval for parliamentary elections. Since there are more countries in eastern Europe maybe they do use it.
