[EM] New jargon list, footer change

Hi all,

I've updated the webpage for this list, added a new "jargon list" that can
be collaboratively edited, and I'm now tacking the list information onto
the end of all messages.  Part of the reason for this message is to test
that functionality (and I apologize in advance if I need to send multiple
messages to get this right).

This is actually a redirect to Wikipedia-Meta, which is a collaborative
editing site.  I haven't filled in much information there; I'm counting on
the members of this list to really flesh this out.

My hope is that this becomes a resource to help newcomers sort out
definitions for acronyms that are used on this list.  I also hope that
this causes people to contribute to the sister site "Wikipedia", which is
a collaborative encyclopedia (that already has many good articles on
many voting systems as well as the political scientists and mathematicians
behind them).
