There is a method called "Loring Ensemble Rules", which you can learn 
more about at http://member.aol.com/loringrbt/elect.htm - the "Democracy 
Evolves" site. I've not tried it, but it does ensure that the Condorcet 
Winner will always be among the winners (specifically, the chairperson 
will be the CW).

Of course, that's even more complicated than STV/Hare, which is unfortunate.
