I just noticed something after reading Hugo's message more carefully, the
last place on the list is coveted also.
Perhaps after ordering the candidates according to my suggestion (or
someone else's) the highest candidate on the list that would prefer the
bottom spot (over his/her current position) should be allowed to rotate
down.
