D- OK, except for the exception clause.
Each candidate should be also be separately deemed matched against NOTA (None
of the Above) (except in normal public legislative body elections using
proportional representation elections).
If quick elections are not needed and head to head math is not used, then
among the approved candidates, repeatedly drop the choice who is the least
approved --- i.e. each voter votes for up to N-1 choices when N choices
remain.
Example- 5 choices get majority approval. Each voter then votes for up to 4
choices.
Ranked number votes can be used, of course (but keeping track of eliminated
choices is some major work in a large election if a computer is not used).
Example- Ballots with unapproved choices removed--
ADCBE
EBACD
BCAED
etc.
Assume E is least approved using N-1 votes.
Revised ballots
ADCB
BACD
BCAD
etc.
Remove the next least approved election.
