Borda, Nanson, and "Crosscut" methods II

If there is no Condorcet Winner, then another simple cut method is removing 
the choice with the choice with the highest last place votes and re-doing the 
Condorcet math.  That is, the most disliked choice loses.

Example 4 choices -- No Condorcet winner

 1    2     3     4
A1  A2   A3   A4
B1  B2   B3   B4
C1  C2   C3   C4
D1  D2   D3   D4

One choice will have the most last place votes.
