majority requirement for elective executive and judicial offices.

I note again that office elections have an obvious connection with issue 
elections.  

In many States in the U.S.A., there are issues on the ballot in almost every 
election.  

An issue (state constitutional amendment, state law, local ordinance, etc.) 
generally passes only if it gets a majority YES votes of the voters voting on 
the issue (unless there is a higher percentage required).

As usual, a legislative body can fill any vacancies if no (or not enough) 
elective executive and judicial choices get a majority YES.
