[EM] CVD PDF brochure says IRV is "constitutional"

One up for Rob: it looks like the CVD has forged at its internal
anvils of triumph and process, a brochure recording a victory for
the Alternative Vote ("IRV") method when it came under a legal
consideration.
Neither brochures has any detailed legal references to the
decision. Even in the glossy brochures, the CVD keeps people
uninformed of absolutely vital facts, as if it were cake and
biscuit manufacturer.

Fascinating, but false too. IRV is a formula that is failed by
that test and apparently without the CVD or any following its
advice benefiting from that. We need to understand that "one
person, one vote" means that the power p, must satisfy 0<=p,
rather than -1<=p<=1 (which seems to me to be a right
interpretation of those 4 words provided that monotonicity is
imposed at the same time).

This a short phrase in the older so called "IRV" method brochure:
"Vote for the candidate you like without helping to elect the
candidate you don't."
