50 Seats, 10 districts

Tot 3000 / 50 = 60 votes per seat average

                                Seats
A  1000  / 60 =  16.67 --- 16
B    650  / 60 =  10.83 --- 11
C    530  / 60 =    8.83 ---   9
D    820 /  60 =  13.67 ---  14 

                                         50

The 9 highest Party C candidates in all districts have a total of 420 votes.

The highest Party C candidate has 70 votes in his/her district.

Such winner would have a voting power in the legislative body equal to

(70/420) x 530 =  88.33 votes --- 88 votes
