Applying the Conditional YES votes to a standard 3 choice case that appears 
to be a circular tie--

Some of the second choice votes may be Conditional YES or NO.

If a choice gets a majority NO, then it loses and the rankings on the ballots 
having such losing choice move up.

Example-
Y = YES, N = NO, all second choice YES votes are conditional YES

34 BY CY AN
31 CY AY BN

No votes-

AN 34
BN 51,  B loses
CN 35

15 AY CN
20 AY CN

65 C > 35 A 

That is, there is no circular tie in this example.

It may be easier to require that all YES votes after first choice YES votes 
to be deemed conditional to simplify things.

Thus, for single winner offices --

A. YES- Conditional YES- NO votes
    Majority NO- lose, rankings move up
    Count Conditional YES votes
B. If 2 or more YES majorities, then Head to Head
    Lose All- lose
    Beat All- win
    Circular Tie- Highest margin loss- lose (based on existance of clones)
    Repeat, if necessary.

How many real elections will have circular ties ???
