[EM] Majority Rule

For the benefit of new members the single winner case can be demystified by 
noting ---

A. A choice does or does not get a YES majority.

B. A choice does or does not beat each choice head to head using number votes 
(1, 2, etc. (if 2 or more YES majorities in A)

C. A choice gets the earliest majority of YES votes using the number votes 
(as a tiebreaker, if there is no head to head winner in all cases in B).

J = MaJority, R = MinoRity

     YES    NO
A   J        R
B    R        J
C    R        J
D    J       R

etc.
 
Those choices getting YES majorities go head to head using rank order number 
votes.

        A      B      C      D
A      X      J1    R2    J3
B     R1     X      J4    R5
C     J2     R4      X    R6
D     R3    J5     J6      X

If no choice beats each other choice head to head, then ---

     YES votes only

      1     2      3

A   A1   A2   A3
B   B1   B2    B3
C   C1   C2    C3
D   D1   D2    D3

If there is no 1st choice majority, then sum the 1st and 2nd choices to try 
to get a majority, etc.

The analogy for legislative bodies would use the Droop Quota.

Most criterion and methods mystify majority rule by adding/removing choices 
and/or votes.
