The below is a simple method to get multi-member p.r. districts to lessen
gerrymanders.
Draw a rectangle around the area having the legislative body involved.
Note the longer axis in the rectangle.
Cut the longer axis along political subdivision lines such that half the
population (or voters) are in each subarea (noting even and odd cuts (such as
1/2 or 1/3 and 2/3, if necessary). It is obviously easier to have 2, 4, 8,
16, etc. districts.
Repeat as necessary to get more districts.
General result- rectangular districts.
With proxy p.r. the districts can be more variable to take into account major
rivers, mountain ranges, roads, etc.
The above need NOT be put in constitutional language but only be used to
create any redistricting law.
