That is all that is required. Dumais voting can show YES support
reletive to No support just fine. It would be similar to ranking 2
candidates.

Could you elaborate? It seems to me you want to have a seperate vote for
each yes/no issue. I don't see this as a problem if that's what is
required. Just ask people to vote yes/no on each issue. Am I missing
something?
