Simple Circular Tie

Many new EM folks may be more than a little confused about many of the
esoteric discussions about resolving circular ties.

Back to basics- a simple circular tie--

N1   A > B > C
N2   B > C > A
N3   C > A > B

If N1 = 1, N2 = 2 and N3 = 3, then there is a 3B = 3C tie. 

This leads to the general case.  Namely, to produce a circular tie no choice
gets a majority of the first choice votes (i.e. there are 3 or more first
choice pluralities).

Thus, if N1 = 2, N2 = 3 and N3 = 4 (total 9 votes), then

6 A > 3 B
5 B > 4 C
7 C > 2 A

Only by doing a separate YES/NO vote could one tell if any of the choices has
majority (5 or more of 9) acceptability.
