Oregon mail ballots

The Ballot Access News, Oct. 4, 1998, p. 6 reports that Oregon voters will
have Question 60 on the Nov. 1998 ballots about having ALL mail ballots.

If adopted, then will strategic/tactical voting conspiracies become widespread
in Oregon (using poll data) (with its potential effects on any election reform
methods) ?  

Will marginally illiterate voters have even more problems in casting legal
votes ?
