brief comments on 1CC definition

If a large majority can be found that can accomplish the
goal named in the criterion, but another majority can be found
that can't, the obviously the method fails the criterion, since
the criterion requires that _any_ majority be able to do that.

This is my 4th attempt to send this message. Must quit now
before I lose what I"ve written.
