Regarding Mr. Cretney's second example of Aug. 8, 1998 -

48 A
23 B A C
29 C B A

The question is whether the truncated votes should be treated as 48 A > blank
> (B=C)  and whether the B=C votes should be divided into 24 B = 24 C (making
the B vs. C pairing be 47 B < 53 C )  ?

Assuming the votes in the first 2 places are YES votes, then
A 51
B 52
C 29 loses
B beats A, 52 to 48
