Good-Working Method

Here's a suggestion for a method that would avoid all
the subcycle problems. Not just involving clone sets. This
method seems to prevent _all_ subcycle fratricide, without
the disadvantages of the "Subcycle Rule2" that I previously
defined.

This wording might be improved upon.

Throw out the least defeat from any 1st order cycle. In cycles
of the next order (subcycles of the 1st order cycles), Throw
out any defeats of alternatives no longer defeated in the
1st order cycle.

Continue, in cycles of each next higher order, throwing out
defeats of alternatives no longer defeated in lower order cycles.
Continue till something is unbeaten.

Not easy to propose to the public, or to call up your
Congressman about. Maybe the wording can be improved.

This method seems to give the best results, just from what I've
checked so far.
