Subcycles and the Rich Party Problem

The subcycles idea can be especially used in a ranking matrix in proportional
representation elections with fixed size legislative bodies. (i.e. 3 or more
candidates of a party who are in a subcycle tie may jointly be entitled to 1
or more seats) (i.e. in a submatrix excluding the other candidates). More
later.
