I'm not too thrilled with the way Mike modified Condorcet, adding the
subcycle resolution rule, to demonstrate compliance with LOE-2 since
the subcycle rule isn't part of the definition of Condorcet (and
might not become part of the definition).

I think it would be better to rewrite LOE-2 so *plain* Condorcet can
strictly comply.  Here's a simple way: insert in LOE-2 the condition
"if there aren't any subcycles".  (Also include the definition of a
subcycle, and accompany it with an explanation why the condition 
has been included in the criterion.)
