Mr. Anderson proposed this Condorcet example -

which produces A>C>B>A -- a circular tie .

Using
Subj:  [EM] Condorcet Tie Breaker Instant Runoffs
Date:  Sun, Mar 31, 1996 2:52 AM EDT,
B loses by having the lowest number of first choice votes (10). Thus, A beats
C 52 to 48.
