Not necessarily so. In Malta, party "leakage" is near zero.  In Ireland
it can run about 50%.  In Northern Ireland, it is somewhere between the
two, and it does depend on which transfers you look at.  So as you go on
to say, it does all depend on the voters:

> Under PR-STV, he can blame the voters.

That of course, is the whole point of STV-PR  -  to give the voters what
THEY want  -  which may not be what the parties want.  But then,
elections are for electors.
