wv passes SFC without a patch. Patches add to the complicatedness of a 
public public proposal, and increase the number of things that you're asking 
the public to accept. Cardinal Pairwise is already a more difficult thing to 
propose to the public. The fact that it needs a patch in order to meet SFC 
is a further public-accetance disadvantage.
